Claire was wrong. It's too LATE to shoot the bastards. If you're going to PREVENT what we've got now, you have to shoot them when they're too weak to do anything but cringe in response and change their ways. And when you can shoot the RIGHT bastards. Now that they have accumulated this much power, you can only shoot the hirelings, and shooting only gives an excuse to crack down harder - and they certainly have the ability to crack down harder.
