In the era of the Founding, the qualifications for voting were being free, male, 21, and owning land worth 40 shillings (about 10 silver dollars).
The country would be infinitely better off, if we returned to those qualifications.

Make them take a written test in standard English with one essay of 500 words on the Constitution based on the written answers to the test questions.

Here's the dirty truth: In low-income neighborhoods there are many people walking around, on purpose, with no ID. Some of them havehad their ID lost or revoked. But many of the people claiming to have no ID know they have outstanding warrants. Without ID in your pocket you can claim any name you can come up with. A fake name may keep you out of jail if questioned by police for some minor event.
Over and over the ACLU and their lackeys have had an opportunity to produce real people unable to vote because they have no official ID. Those people are almpost always found to be very old with no need for a driver's license and also unwilling to accept a free ID issued so they can remain a test-case for the lawsuit.
Mostly no ID is about the crminal class trying to stay out of lockup and turning that scheme into a more acceptable "civil-rights scandal." Why do you think everyone on reality cop shows uses nicknames?

If you want to vote for criminals to enslave and kill your fellow citizens and yourself you should first have your eyeballs ripped out of the sockets and then drag your diesel inflamed burning ass down I-75 at 120 mph til there's nothing left but a frayed rope.
