I think it's George R. R. Martin, but I haven't read it.

Joel is correct. It is George R. R. Martin in one of the more haunting short stories of the last 25 years.

It may be more than 25 years old but definitely one of his best. This is the GRR I really love, way more than Fire and Ice.
