So: if we are to be an empire, how shall the costs of empire be born? Why should the American people bear those costs alone?We will need occupation forces -- tax farmers -- to do the work of governing and stabilizing and nation building. An armed Peace Corps, so to speak. Where will we get those, and how ought they to be trained? I ask seriously, because it is becoming clear that we will need them.
