Apparently PayPal just reversed that policy today, although I still canceled them after spending almost an hour on the phone with them. No trust there. Once upon a time they were the best bet but they went full woke a few years ago and this is just a policy they can revive. But I suspect they reversed it because of people rushing to close their memberships.

  I shitcanned paypal and ebay after they tried to rip me for almost $1000.
  I found out that once they have access to your bank account there is no way to get them out except to close the account and open another at another bank. Read that again. The bank manager told me that himself, so I closed the account. Yes it was a major pain in the ass but I had to stop the thieves. They harassed me with phone calls day and night for months after I closed that account.
