"Ghostsniper" is absolutely correct.
Take down just a handful of enablers and the rest will crawl back into the cracks and ratholes they came from. It doesn't take but a few bullet riddled, yet acceptable losses and the very basic instinct of survival will kick in. Then remain vigilant, because they will creep out of their lairs from time to time to test the intelligence of the people.

Take the Alfred Hitchcock approach, subtlety, it uses a person mind against them to create untold and unimagined horrors.

If a jackboot was found along a deserted rural dirt road, shot twice through the head, beheaded, gutted with entrails strewn about the area, and burning, a wave would wash across the fruited plain and everywhere eyes would suddenly open wider than they ever have before.

The nearby sign would read:

"There are consequences to all behavior."
