Volokh also neglects to mention that armed students kept the UT Austin Bell Tower sniper pinned down long enough for police to get inside the building. Charles Whitman definitely intended to shoot more people, but once the students started shooting back everytime he raised his head to sight in on someone else, he was shot at.
The question Volokh should be asking is Do Unarmed Civilians Ever Capture, Kill, or Otherwise Stop Mass Shooters?
