How low? I recall a Latvian sailor jumping from a Russian ship to a Coast Guard cutter during some big deal negotiation or another in the Atlantic, might have been circa Jimmy, and State ordered him back to his fate. The Russians were good at making fates worse than death. I'm sure the Chinese excel also.

I'm thinking jimmy, but it could have been Gerry. State is it's own country.

There is something about the American elite from Robert Taney (Dred Scott) to Richard Nixon (Simas Kudirka) to Obama & Clinton (Chen Guangcheng) that wants to return slaves to their masters.

BTW, after ten years in a prison camp the Lithuanian (not Latvian) sailor made it to the USA (http://www.people.com/people/archive/article/0,,20077612,00.html).
