The Homeland Security Department paid contractors millions of dollars to develop and study surveillance systems that could covertly track pedestrians and check under people's clothing with airport-style body scanners as they enter train stations, bus depots or major events, newly released documents show.

It is starting to sound like "liability concerns" on steriods - and that is plausible these days - or Big Brother is going deeper. Is the goal to scare terrorists? Or to narrow down the definition of extremist? When nuns and children are considered dangerous, then either we are at war (and Obama needs to be willing to come clean with the people on that) or we are all indeed suspects. I'd feel a lot better with the first option.
