A good bra is built the same way a good bridge is built. There are multiple considerations: load bearing, weight, sway, span, and suspension---to name a few. If you are really lucky, it will be beautiful, too.

I never knew that cup size is the difference of those two measurements. I question the second measurement technique. He measured with her already wearing a bra. Assume that it was too small and her breasts were being "pancaked", that would affect the measurement. It seems to me that it would be better to take that measurement with her bra-less on all fours, ie. breasts unconstrained and not drooping with gravity. Obviously this would not be on a video. I agree with Deborah, bra design is engineering with the added constraint of comfort.
