The drawback is that none of them ever leave the corp. One management group went into a GM office complex, oh, some twenty years ago and suggested that a valid way to downsize the ranks of office workers would be to walk through and count off: one - two - three -- four, you're gone - five you're out of here. Two out of five, forty percent at random could go and not weaken the work load. With government much higher, like sixty percent could go and not be missed.
