Eventually, Moscow will have to replace its bomber fleet. The replacement aircraft may not be the PAK-DA, Kofman said. Rather, a new Tu-160M2 variant is the most likely candidate. Using a new version of the Tu-160 airframe would save the Russians a huge amount of development money since most of the upgrades would focus on mission systems and weapons.

I remember a fighter aircraft-ex where they ran the newest craft with full package of electronics against more 'simple' craft (far less expensive). The lesser craft had superior numbers and qualified pilots. The results were not what the testers wanted; the superior craft lost by simply being swarmed, unable to deal with the amount of attackers.

As on the ground, numbers count in the air too.

At some point a plane at $1.5M a copy versus $35m a copy is cheaper to put into the force projection.
