Historically it is state failure which drives civilian armament and not the other way around.
The president has addressed the nation in the aftermath of terror attacks far too often.
His assurances that America can absorb such attacks because he's smarter than the terrorists and tougher than they are fall somewhat flat in the wake of announcements that the government all too often had the suspects in their grasp before letting them go. The Brain Surgeon and the Cleaning Lady
