Its not just "liberals" but many Conservatives and even libertarians' first response to any event, fear, or crisis is "there oughta be a law" or "government should do something about this!"

That's wrong. The first instinct, the first reaction should always be "what can I do about this?" and then "what can we do about this?" not "What can I compel others to do with the power of government?"
