When dispatching living beings that potentially have deadly diseases you must exercise caution to limit the exposure to yourself and others.
Therefore blowing it up with a grenade is not an option as that would spread the disease over a large area.
Nor can you bury the body and contaminate the subsurface water.

The problem wasn't the plan. People have had plans like that in the past. The problem is that everyone went all in on it, from all directions, coordinated at once.
And guess what? CAIR is trying to do the same thing with Islam.
