The KGB, the Chinese Secret Service and Islamist 5th column are running circles around the unionized, politicized federal bureaucracy.

This is not in the least bit surprising. Both Xi Jinping and Vladimir Putin have risen through the pitiless school of hard knocks.
Xi has managed to imprison, suborn or kill thousands of rival, hard-core bureaucrats on his bloody climb to the summit of China. Putin has done the same. Watching Putin and Xi go up against Barack Obama calls to mind the scene in the movie Knockaround Guys, where a legitimate tough guy walks up to a wannabe in the middle of a barroom floor and starts this monologue.
Five hundred. … 500 fights, that’s the number I figured when I was a kid. 500 street fights and you could consider yourself a legitimate tough guy. You need them for experience. To develop leather skin. So I got started. Of course along the way you stop thinking about being tough and all that. It stops being the point. You get past the silliness of it all. But then, after, you realize that’s what you are.

Other countries play hardball. Power is obtained by the strongest and kept the same way.
Here we are served by faceless bureaucrats and file-checkers. They don't care who is POTUS or if the Brown tide is over-running the borders or if terrs are running around with pressure cookers and beheading people.
All they care about is how many vacation days they have and the paychecks every two weeks and how many months until they retire.

In other countries when you fail you're dead, literally and figuratively.

Vladimir Putin's paternal grandfather, Spiridon Ivanovich Putin (1879–1965), was a chef who at one time or another cooked for Vladimir Lenin, Lenin's wife Nadezhda Krupskaya, and on several occasions for Joseph Stalin.
This in a country where poisoning your political opponents is practically the national sport. He was a trusted dyed-in-the-wool Bolshevik.

KGB Colonel Vladimir Putin's hard knocks were something he dished to other people with a truncheon.

Say what you want about Putin, he is leading his country the way countries should be led.
He is strong and he has his country's best interests at heart.
Sure he is a violent SOB and yes, he steals money for himself.
I said strong, not saintly, and certainly not a half-breed queer.
He and his country will go down swinging, not bent over and buggered.
