The political task is a bit difficult, but not all that dire, necessarily.

A good first step is to call the slaves what they are,
and to treat them as free men treat slaves of a foreign empire with an alien religion, which is with contempt and pity, rather than with awe, respect, and fear. The absurdslaves of a dying empire, eager to flagellate themselves and their fellows for public entertainment, can do nothing independently worth fearing.
