EVERY plan changes one set of problems for another set of problems. There are no exceptions. It's not a matter of the right people making the change, or the just right combination of features only solving problems, but not creating other problems. If you don't know the problems of some plan, you are just accepting unknown problems rather than the current known problems. You cannot convene a panel of experts and have them create a Super Plan.
As Michael Medved is fond of saying, "don't just do something, stand there!"
