The burn the grass fields here in Oregon to return the nutrients to the soil and clear away last year's crop, and it can often look like a huge mushroom cloud in the right conditions. The difference between it and an explosion is that its slow and doesn't go away until the winds blow it apart.

There are also training munitions to look like nukes. That would make an interesting psych gesture on Russia's part.

Mushroom clouds always form prior to mushroom rain falling in and flooding only mushroom cellars.
