As I see it, this warning applies to People of No Color.
People of Color are free to roam about the country, hopefully staying with their own kind. Looting, burning, exuberant youth activity encouraged. Let the scourge of fire begin.

Define irony: the two countries specifically founded for the purpose of "colonizing" free blacks (back) to Africa are the ones now most effectively colonizing Ebola here to the U.S.
