A second problem with Europe's approach is the belief that diplomacy will always work and that all problems can be resolved just by talking things through. This problem is particularly acute when experienced and wily Russian negotiators face up against European ingenues who come out of talks thinking they have made progress, when in fact they have been fobbed off and lied to. Nor do these diplomats learn from their mistakes. In many countries, embassy staff are refreshed every three years or so and their successors then repeat the same errors. Europe-wide abandonment of Russia expertise has been disastrous to its ability to handle Moscow well.

I don't think that they believe diplomacy will work with this crowd. It's denial. also it's a good excuse to not have to face reality. Because that would mean that you have to man up and do something. DO something about Russia, do smoething about the Muslim demographic takeover of Europe, do something about Iran making nukes, do something about ISIS.
The Euros are not going to do anything. We know that, the Russians know that, the Muslims know that, and the Euros know that.

Chamberlain must have boffed every wench in Europe, produced offspring that have the same mindset. Another smack in the chops might get them to stir, but the serious bloodletting is going to happen before the teacups rattle.
