In the Nanny State everyone's always breaking the law:
California couple faces fine for brown lawn after complying with water-saving rules On the same day the state approved mandatory outdoor watering restrictions with the threat of $500 fines, the Southern California couple received a letter from their city threatening a $500 penalty for not watering their brown lawn.

In an effort to conserve energy, and the environment, all city inspectors will be denied motor vehicles, effective immediately.
"Stupid" is now punishable by a fine equal to one years union dues.

No-no-no! When that level of idiocy shows up, culling of the herd must take place. Drag out the offenders, line them up against the wall and publicly execute them.

Only when there is a real lesson to be had will change come about in the bureaucracy.
