When my father was a farm laborer in California in 1934, the local sandlappers remarked that they had to throw brush on the outhouses to get the Missourians to use them.

*STOP THE MADNESS AND SAVE PUBLIC HEALTH*
Government needs to issue poo bags and make it mandatory for everyone to carry one at all times. And, of course- severe penalties up to and including jail time for non carry offenses. Better yet- government forces you to buy your bags from the Fedgov Poobag exchange- lesser fines for non fedgov approved poobags...
