Never forget that that gov't is made up of people, individuals, and each one of them gets to fear you as much or more than you fear them and it is up to you to remind them of that.
When you vote you remind them that they own you.
When they threaten you and steal your stuff always remember that if you are a voter you sanctioned them to do that.

Yes, when it gets to that stage, two can play the same game. In non-linear warfare, all those people ghost mentions are considered combatants. How long do you think bureaucrats will last when conflict comes to their neighborhood?
