Neither. "Without a Goal" is my assessment. Drifting without the goal of military supremacy or without the goal of economic supremacy. If they, as a society, choose a goal - look out.
And the way China has been acting and the IJN - excuse me - Maritime Self-Defence Force building everything that is an aircraft carrier but in name, I think they may be coming around to a goal again. Antagonizing them out of 'dumb and drifting goallessness' is a very bad idea, in my opinion.
