$100K Government Outhouse: “Almost half of it is for the cost of the toilet.”

This is nothing new. The US Forest Service has been installing these 'sweet smelling toilets' for more than a decade. Inside it's the same old toilet riser over a hole in a concrete vault.

Look, I don't know what the deal is, I just know why they have to be made of brick or other ultra-durable materials.

There's some strange dudes out there, that find these places and apparently take great pride in being as destructive and perverted as nobody ought to be.

Government agencies, by our design and charge, specialize in the identification and control of these weirdos. Sometimes the control has to be passive. The amount of damage sustained in public outhouses is inversely proportional with moderate correlation to the plop factor of design and construction requirements written and provided to the contractor. In other words, if you build it like a rock-hard brick ****house, it'll cost a lot, but worth it cuz even the crazies with broken minds will give up with despair, and seek elsewhere for satisfaction.
