Senator John Hoeven revealed he had absolutely no idea what was in the legislation he “wrote.”

Senator Hoeven doesn’t read legislative. For example, Section 5(b)(1): Not later than 180 days after the date of the enactment of this Act, the Secretary shall establish a strategy, to be known as the ‘Southern Border Fencing Strategy’ . . . On the other hand, Section 5(b)(5): Notwithstanding paragraph (1), nothing in this subsection shall require the Secretary to install fencing . . .
