I dunno. I look at the trajectory of the eugenics movement and shudder:

Step one: Just a bit of enlightened matchmaking to ensure that the "best" people reproduce.

Step two: While we're at it, maybe we need to keep the "defectives" from reproducing.

Step three: Sterilize the brutes.

Step four (the German variant): Euthanize mental defectives, including war vets with head injuries.

Step five: Genocide. Six million Jews, gypsies and gays dead. Plus several million Slav POWs who never get counted in the total but whose demise supported Nazi eugenic thinking and goals.

Maybe we should stop with the plants?
