Nearly all the female teens and twentysomethings in Tokyo as of 2009, and probably still: between "provocative" and "asking for it". Really. Unbelievable.

The hemline scale is really moot. If you check out the ladies at red carpet events, these days the operative word is transparent. So as they let it all hang out, we can actually see if the carpet does match the drapes. Or if there is carpet. Or drapes.
