I was reading some Kipling the other day, and he recalled his childhood in India near a Parsi place. He said sometimes they found body parts in his garden, dropped by fighting vulture. Once, it was a child's hand. What a nice way to grow up.
But let's remember, all cultures are morally equivalent/s

Can we do that in the crapitol, Washington DC but train the vultures to eat living thieves, grifters, socialists, news anchors, congressional staffers and IRS agents?

Vultures won't eat rotted things, but maggots will. DC needs a flyviary.
