So, the only "folks" living in Southeast Louisiana live in New Orleans? Massive flooding in outlying rural areas as never seen before. The basin bowl New Orleans has a new rim (high wall), but other areas, no protection. But, hey, New Orleans survives and, surprise, surprise without FEMA!

I've gathered that most of the flotsam and jetsam washed out by Katrina has stayed gone, and the place has improved somewhat.
