Gerard, I misread the title, but the misinterpretation is probably truer than the correct reading:
"Environmental Stasis (East German Secret Policemans) can be accomplished only by human austerity.

Define 'walking distance.'

19th century rural New Englanders averaged 6 miles a day of walking. A 'village' has to be sustained by the surrounding land in an agrarian utopia, and that takes a lot of land and a lot of walking.
