If "youths" felt they were at serious risk of being shot when attacking innocents,

I agree with the assessment. America's "passengers", rather than citizens, are so desperate to avoid conflict they just define whatever aberrant behavior they see as "normal." Since it's normal they need not react. Since they don't react the behavior gets worse and the passengers define normal down and down. It's this inaction at the early moments that guarantees you will face a very ugly and dangerous situation later. Are these passengers really getting tactical firearms training and prepping for urban riots? Heck no! But, sitting on their cans hoping someone does something brings about the urban riots for which they will be utterly unprepared.

You have to act early or you had better act big later. Citizens are the final authority, there isn't some cavalry to ride to our rescue, not with kleptocrat politicians and not with feral humans. Band togethor now and make violators pay a small price now or get ready for urban combat.
