Apparently not as dumb as it sounds. I read another column somewhere (on Pajamas Media, I think) where the columnist was informed and surprised to learn from some government official that being in the US without a visa or other permission is not necessarily a crime. Apparently it is a civil offense, which, technically speaking, is not a crime. If this legislation bumps up the category from civil offense to criminal offense, then it would be a crime, technically speaking. Which sounds like a good thing to me, plugging the loophole and all that.

I think the writer left out the word "state," as in, "the new law would make it a state crime to be in the country illegally."
