By way of analogy, let's look at a roll of paper towels that have a printed design: If you hang it over you can see the design; if you hang it under, you can't. Case closed. You're welcome.

It's not under or over it's that the roller is horizontal when vertical would resolve the issue of tissue.

Over is correct -- unless you have a dog who likes to go into the bathroom, grab the edge of the TP, and unravel most of the roll as she walks through the house.

In that case, under is correct...

One of my cats has figured it out both ways. Over or under, it doesn't matter to him, he's going to unroll it and/or tear it to shreds. Little bugger is too smart for his own good sometimes. So for me, the "correct" placement of the TP is in the cabinet under the sink. It has a handle that you need opposable thumbs to operate. At least, it has so far.

Under is better if you are toilet-papering a tree: it allows for better spin after it is flung in an arc over it.

TP is best left off the wall roller entirely, sitting axis up on the lid of the water closet or floor nearby. In the case of a cat infestation, mounting UNDER is excusable but only until the cats can be exterminated. Otherwise, OVER is correct and, really, for cryin' out loud, not open to serious question.

I remember when Oprah made this an issue years ago (I think that was the last time I watched her). She said under was correct. I think that personal preferance on this is telling...Over is the position of it being offered to you, underneath puts you in a "taking" position. I had alway thought Oprah was a "taker"...this proved it to me.
