Actually a pretty cool idea, especially if you're trying to get a lot of stuff and personnel to a crisis zone faster than you can by ship. Is it better than heavy-lift aircraft? Can't say. The only advantage would come if it could 1) be substantially bigger than any aircraft, and 2) it was very long range.

It's big enough to carry all of Congress and their entire primary staff (or should that be "primate" staff?).

It could land right next to Alcatraz where we could offload all of them and then sink the craft.

Yep, ground effects craft. Rapid amphibious assault. Very rapid. The commies collapsed, thank God, before this concept could see full implementation. Not sure how much they could carry, but it was very innovative.
