Floodplains used to flood less; I believe there is some evidence for that, and certainly, it mattered less to people. Why? Simple. Building on floodplains. The floods are worse because the water can't soak away from impermeable urban surfaces as it used to on soil; it matters more to people now because people and their belongings are there.
Why are things built on floodplains, sometimes against the specific advice of such people as hydrologists? Guess. Five letter word, starting with M and ending with Y.
