Scam Math: African American Ghost Farmers and a Billion Dollars

Zombie asks a very interesting and disturbing question:

If there are only 39,697 African-American farmers grand total in the entire country, then how can over 86,000 of them claim discrimination at the hands of the USDA? Where did the other 46,303 come from?

Do the shaky numbers have something to do with the 3/5 compromise from the Philadelphia Convention back in 1787?

The rest of them probably came from the great farming regions of inner-city Chicago, Houston, L.A. and NYC. You knows them peoples like to grow they own food.
