Potsie, it rests on rollers. You can see one of them between the V formed by the man's 2 arms in the pic.

We need to have Congress run on these wheels 20 hours per day and stand on their heads the other 4 hours.

They have wheels for cats, I would think it would be good for any larger animal, cat or dog. If the weather is crappy the animal can run around in circles for a while.
